Athern makes a plastic truck with timken roller bearing caps that turn. Prototype color for Timken roller bearing caps are silver, new out of the box.....John

The only metal ones with rotating end caps are Kato Barber S-2 Trucks, Walthers catalog number 381-31602, unless someone else has come out with them since the Walters catalog was published.

Kadee makes them, as does Intermountain.  I don't know if the roller-bearings actually move though, but each company sells them for $8  or less. 

Kadee 100 ton ASF trucks - $7.95/pr
Kadee 70 ton ASF trucks - $7.25/pr
Intermountain 50 ton ASF trucks - $3.95/pr

I recently bought a CP/Soo covered hopper with "United Sugars" on the end above the reporting marks at a local train show and swap meet.
