I have one for Tech-4 on models 200.220and 260 ..Will this help you out , If so e-mail me ,,,,,,,,,,,,,

They also have some stuff under "resources", but not the manual for the Tech4.

Just as a complete guess, would the flashing light indicate a short in the system? I do not know as I only have a Tech2 that also does not have a manual.
