Andrew
Your power pack isn't putting out enough amps, probably only 1/2 an amp, I had the same problem with the bachmann controller on my workbench.. Try a more powerful DC pack,  I only use a low power pack on the bench so I don't fry things if I make a mistake in wiring.
My 3 tsunami equipped locos work fine on the DC controller that I use on the layout, (which puts out max 2 amps), or on the bachmann DCC (1 amp) system which will be soon replaced with a bigger DCC system.

Bachmann 2-6-6-2 Tsunami Installation
Posted by Anonymous on Sunday, July 23, 2006 5:26 PM
hello I am in the process of Installing a Tsunami Decoder in my Bachmann 2-6-6-2, and I have seemed to run into a problem, maybe someone can help, I've installed all the wires into the 8-pin socket and everything is good, no shorts or anything, when I hook up my power pack at all voltages all I get is an Air Pump sound. Do I need to get a DCC system to get the system to work? Or can I get it functioning through my Analog power pack. what can I do to fix the problem? Thanks Andrew
