Walthers GSC Bulkhead Flatcar

Someone out there know the protoytpe well enough to tell me how the four bulkhead reinforcements on the ends actually mount to the flatcar deck? The two outer reinforcements mate on the steel deck, but the two inner ones seem to float over the two square wood decks. I bought a Laser kit floor and bulkhead set to upgrade this car and I just can't believe that steel reinforcments mount to a wood deck! Should I fill the two small square wood decks with sheet styrene to simulate plate steel? Overland made this car in brass. Anyone own one and can tell me how they did it? Thankyou for any knowledgable help!
