Removing Factory Lettering and Old Decals

I know there was an article some time ago in Model Railroader about this, but I can't find it.

I need some tips/advice on how to remove factory lettering from the tender of a steam loco without harming the paint beneath and/or the plastic tender side.

Also grateful for tips on removing old decals.

Any comments or suggestions will be appreciated. Thanks.
