This sounds like a law pushed through the state legislature in an attempt to aggravate their rivals more than any other purpose.

I am guessing the Northern Pacific, just because it was one of the first and probably the reason for the law. I am certain no one continued the practice for very long.

I doubt that a larger railroad would abide by this law, and I always laughed at Walla-walla...

I'll say "Columbia & Walla Walla," because the "Walla Walla" sounds as odd as the law.[:D]
