QUOTE: Thanks for the welcome, I'm as sure as I can be this stuff is Testors. I was told by a friend whose into card tricks, Roughing fluid was actually rebranded Dullcote and its also discussed here towards the end of the thread, although it talks about a Brand called Rough King. Also from pictures of Dullcote without the lable the cans look the same, including the tape seal round the lid, and the new label is simply a photo copy held on with sticky tape(I'll Post pics for comparison soon). And if it's not Testor's it's still the best matt varnish I've found.
