Use baking soda mixed with cornstartch for that fluffy look of freshly fallen snow. IF you are modeling in an area of high humidity be areful not to keep in on your layout to long.
1/2 cup of baking soda
1 cup of cornstarch
1 baking sifter

Id recommend baking soda. It has a nice granular texture, yet reflects light like real snow. Just sift it on lightly, sometimes less is more than enough. Make sure the scenery underneath is firmly attached and you can either vacuum it off, or brush it.
