Kalmbach have a book called Basic Painting and Weathering for Model Railroaders. This is a good introduction to the various methods employed in weathering track, locomotives and other rolling stock. One thing you can do is go and look at the railroad near where you live, take your camera with you and record what you see. These photographic records are a great help later when working on your models. Perhaps you could start by weathering some freight cars, try dry powders to start with. If you make a mistake or not like the result it is easy to wa***he powders away. Later as you gain experience you can try paints, either brushing or spraying the paint on the model.
Weathering is an art as you will see looking at the pictures found in the links provided in the posts above.
Enjoy yourself and good weathering.
