Model Power had a sale last year and was getting rid of their dummy units at $2.00 apiece, you might try there for an FA unit in Tuscan Red, I got a couple to strip and repaint.
The other thing is the only PRR engines painted Tuscan Red were Passenger Units and the only F's were the FP-7's. The remainder of the F's were in Brunswick Green (Very Dark Green) or one gallon of green in a 55 gallon drum of black.

As far as I know the Walthers Trainline range has never had an F7 - it's an FA (a similar design but from Alco rather than EMD). Best advice I can give would be to watch ebay and the Walthers site - you can check if one was made there then keep an eye out. If it was made then it will turn up eventually!
