Why Microscale Is Not Doing Amtrak Phase IVb Decals

I emailed Microscale to see whether they had plans to do Amtrak Phase IVb decals (which we modern-day modelers really need):
I received this reply:
Hello , the Amtrak Phase IVb paint scheme is something that has been considered for future consideration. However, some of the lettering needs to have a license in order to print. This is why Walthers seems unwilling to provide this lettering. The license is very expensive and just not a simple thing to obtain. We are not able to provide lettering in the Phase V scheme. We have some of the older lettering, but not everything that is currently on the road. We will need to look into what will be required by Amtrak before we move forward.
