You might look for a small Porter or similar engine. I have occasionally seen old Penn Line 2 axle Porters on e-bay. This line was bought by Bowser a number of years ago but I don't know if they are producing this engine now.

Another engine you could possibly use is the Grandt Line 2 axle switcher. These are kits, but I understand they are good running engines.

If you are building a two axle industrial locomotive the only place I could think to start would be the Athearn Hustler, which without saying isn't much to start with. However, if you are building a larger locomotive such as a 44 ton centercab then there is a little bit more of an advantage since the Bachmann Spectrum GE 44 ton centercab is a good runner and at the least you can use the self powered trucks. It might also be possible to use one of these self powered trucks as the base for a smaller switcher.

I'm interested in building a model of a Whitcomb Model 20GM24 Industrial Switching Locomotive in HO for a logging or lumber application. Does anyone have a suggestion of a good model to start with? I'd also be interested in other small (25 - 30 ton) industrial engines as well.
