Hello camanoe,
I'd stick with an 18" minimum radius, even for narrow gauge, to ensure smooth operation. However, you could probably pinch this down to 13" to 15" without a problem in places where the Shays will be operating. Those 2-8-0 Mudhens still have a long wheel base and will appreciate a more generous radius, though.
The rule of thumb with minimum radius is to use the most generous practically possible for your chosen scale, not dipping under the recommended minimum. Narrow gauge gives you a little more leeway in this regard.

I'm thinking about getting back into the hobby after an 18 year layoff. I'm interested in modeling in HOn3 and in the process of negotiating with my other half over the space for a layout. I'm planning on using MDC/Roundhouse 2 truck Shays and 2-8-0 Consolidations. Can any of you narrow gauge experts out there tell me what sort of minimum track radius I would need to go with? Thanks!
