I found a diagram of a Frisco doghouse--I'm not sure how similar it is to your road, but here it is:
It appears to be 65" tall.

I suppose there were all different sizes, depending on the standards of the particular railroad in question. Glancing through Model Railroader's Cyclopedia Vol 1 - Steam Locomotives, I found two drawings I could measure (I assume there are more).
One on a PRR Class M1 Pacific looks to be just under 5' high overall, but sits at the back of the tender in a well (open to the back of the tender) that is about 18" deep. So the door on the doghouse looks to be about 4'-6" high.
Another one, on an N&W Class A 2-6-6-4, appears to be about 4'- 6" high overall, sitting in a well about 6" deep. So it sticks up about 4' above the deck.
These are rough dimensions scaled from the drawings.
Unless you're following a specific prototype, I suspect you have wiggle room to make it a convenient size.

The only one I have seen was on a N&W unit and appeared to be 3 feet maximum-the guy must have sat in a well with the waist up in the doghouse

How tall were the dog houses on the tenders on steam locomotives. I'm about to scratch build one for a mikado I'm detailing and need to know before I build an inaccurate one[B)].
