I urge you to look at the several David Barrow articles on "dominos" - not truly modular, but segmental meaning you construct the layout using identical sized dominos. They can be detached and reused and in theory moved.
Can't cite the exact issues but it has appeared more than once in MR and in Model Railroad Planning.

I was hoping for some guidance in contructing a permenant, yet modular layout. The one I had in my parents' home for 20 years was not able to be moved to my new home. Everything is in boxes now :( When I start the next empire, I want to make sure I can "take it with me!" This next layout will mostly be around the wall type... I model in HO; maybe I can snipe some ideas from the NTrax guys??? Thanks for any help! - Matt
