Absolutely yes. You are not required to make use of the DCC accessory control feature if you don't want to. On my own layout at home theTortoise motors powering the turnouts are all controlled by SPDT toggles mounted in the fascia. Think of accessory control as an option to be used if and when you see a need for it.

If wiring my trains for DCC, could i still wire my turnouts to a regular power pack, and still use toggle switches, Thanks
