To my knowledge, Proto 2000 never offered an E-8B in any road.

LL just announced E8B, there were not any before, no NYC yet, but there probably will be in the future.

The best reason I can think of that P2K didn't release an E8B in the NYC is that there was never a prototype! I recall seeing from multiple sources that the NYC never bought any E8Bs. It did, however, have quite a few E7Bs.

Metro is right. NYC never had E8Bs, though they did have some E7Bs. The E8s and E7s (A units and B units) mixed freely, however.
