Model Railroader had a couple of articles about modeling the paper industry sometime in 1998. It seems like they also had another one. There was also an article about a woodchip plant in the September 2002 issue, if I remember correctly. You can use the index of magazines (link at top of page) to find the exact issues and search for more.

It depends on which end of the pulpwood cycle you want to model. The origination end consists of nothing more elaborate than a switch off of the main line and a spur long enough to accomodate the number of cars you want to load. Trucks bring the pulpwood to the spur and it's loaded onto the cars.
At the "consumer" end you need a paper plant. I don't know for sure, but I believe Walthers has (had?) one.
