I recommend a vernier caliper, preferably a dial-type.There are even plastic ones now. You will find that you will use this tool for many, many other tasks in modelling.Also, you should have a scale rule for model railroading, another invaluable tool you will use a lot.
P.S.:..your HO 33" wheel will measure .379" and the 36" wheel will measure .414"..take the wheelset out of the truck frame, and this is actually quite easy to check with an ordinary ruler [about 3/8" vs. nearly 7/16"], but the caliper makes it easier.

Generally and there are many exceptions.
Passenger 36"

Freight
70 ton capacity, 33"
100 ton capacity, 36"
125 ton capacity, 38"

Many replacement sets are out there but proto seems to be the most accepatable and modest in price but there are exceptions.

Please forgive a failing memory. How do I determine the correct size of a wheelset? I want to convert my plastic sets to metal wheels. I am sure there is a reference material that I am not aware of. But also, is there a way to measure the wheels that I currently use? Thanks for your help.
