Can't say that I've seen those commercially available. Most people make their own out of some sort of cardstock or sheet styrene.
For laying track, there are Ribbonrail guides that fit between the rails and are either straight or a specified radius. They don't make easements, though.

Anyone know of templates that can be used to trace out track centers? Fixed radius preceeded by a cubic spiral easement, for example?
