I guess I don't know why people pay more for these super-strong adhesives like PL300 and Liquid Nails - el-cheapo latex caulk works just fine for foam roadbed to foam tables, and track to foam roadbed. Probably for cork, too, but since I use the WS foam roadbed I haven't tried it. The caulk isn't going to come off unless I want it to, but it CAN be removed, and easily cleaned from the track so the track can be reused. If you want to be fancy, get clear caulk. It comes out white, but dries clear - so you can easily tell when it's dry and you can pull the temporary pushpins or whatever you used to hold it down. PL300 et al seem WAY too permanent to me.

PL300 is listed for use with foamboard. The author of theMR article on the Turtle Creek layout used it extensively for gluing 2" foam. I have used it on my layout with new problems except that I think it is a little stiffer in consistency. Try this link to the manufacturer's product application sheet

I got this off of Google.

I recently tried to get a new tube at my local hardware store, but found that they were out. The same for HD and Lowe's. The hardware guy told me that OSI is reformulating the stuff since it didn't meet emissions standards.

Anyhow, just make sure any glue you use is listed as safe for foam.

If I'm not mistaken PL300 is a solvent based adhesive. Do a small test on the foam in an out of the way place. I don't think you are going to be happy with the results.
