Well, I'm not an O guage modeler, but I think O scale ballast is available just as HO scale ballast is. Ballasting would be the same, except on a larger scale. And yes you would ballast between the rails as well. One thing is not clear here though. Are you trying to ballast Lionel or similar type stock track or the more scale type 3 rail track with ties? If you are ballasting the Stock Lionel track then I would place something between the stock ties to simulate ties or at least fill in the space between the stock ties as it will take a whole lot of ballast to fill all that space in. I'd go with coarse HO ballast

I tried to sell my two cents worth, but no one would give me a plug nickel for it.

I don't have a leg to stand on.

Of course you can ballast 3 rail O track. There are a lot of materials that would be cheaper than regular ballast in those tiny bags. Roofing granules are one of my favorites. Kitty litter works well if you get the cheap stuff and don't have a cat. I have heard of people using chicken grit. I know of a local supplier of crushed walnut shells. I thought they looked pretty good.

You should go to the Classic Toy Trains magazine forum and look around. That is where most of the 3 railers hang out.
