I'm a long time CNJ/Camelback enthusiast as well and I can tell you straight away that there really isn't a current loco underframe in the 4-6-0 wheel arrangement that will make a accurate-looking T-38 without wheel/valve grear replacement.

Sad to say, the old AHM/Aristo versions of the CNJ T-38's were made with poor grade Zamac and most just fall (or already have fallen) appart or are warped. Their motors/running characteristics weren't anything great either, I'm afraid.

If you're really serious about kitbashing, I'd go over to the CNJ Modelers site on Yahoo and ask questions. There are guys there (including Vic Roseman) who have kitbashed many types of CNJ locomotives and would be glad to offer advice. Go to:

Darn shame no one has ever come out with the RDG/CNJ commuter-service engines in plastic - they were impressive and unusual looking machines and have been issued in brass (at big prices) several times.

I'm interested in having a couple of Camelback ten-wheelers for my CNJ-based layout, something like CNJ class T-38, used for commuter service. Does anyone have any information in kitbashing one of these using an existing mechanism?

I've looked at the Bowser ten-wheelers, but the driver diameter and spacing is incorrect.

I know AHM used to make them, and they're available sometimes on e-bay, but if I can't snag a couple of those for a reasonable price I'm willing to kitbash.
