You'll have to make your own, wether it's a SD38 or SD38-2 (two seperate beasts). Basically you start with an SD40 and a GP38 (shell), remove the radiator sections from each and install the GP section onto the SD. There was a how to article (for a C&NW SD38-2) in the October 1993 Railroad Model Craftsman.
Kato is coming out with a HO scale SD38-2 this spring if not sooner.

Hello:
I have good news and I have bad news. The good news is that Kato is coming out with an SD-38. The bad news is that it is in HO scale. The fact that it is coming out in HO, however, at least raises the possiblity that they will bring it out in N-scale at some time in the future.

In the meantime, Kato did make a very nice N-scale SD40-2 a few years back. Maybe you could start with the SD40-2 frame and mechanism and replace the body with a GP38 style hood?

Good luck and happy hunting.
