I used Acrylic Gloss Medium, which is available at most craft stores (even Wal-Mart). It looks like ordinary white glue, but dries clear and glossy. I think it's pretty easy to use. The key to successfully using it is how you prepare/paint your river/pond/lake bottom.

if you go for E/Z water don't do what i did[:I] i used the granular type that you melt in a pan, (no problem) got to pouring the stuff and it seemed to set within seconds before i could level it, it looked more like a wave racing up the dry river bed than a smooth calm river scene, it says you can heat it with a hot air gun to re melt it but thr trouble is it will set my scene on fire as it's in a tight spot, the only fix is to either rip it all out or pour the liquid type over the top to level it. [:)]

Envirotex Liquid Polymer Coating has been used for many years. It can often be found in craft shops. It comes in two parts that are mixed together equally. It dries hard and clear, in thinner layers. It is often used to cover decoupage art projects and counter tops. It dries without any odor, one of the major features. I've used it several times on my HO scale modules.

in reading an article on layouts it states that liquid polyurethane epoxy can be used to make ponds, etc. Other than the EZ-water, is there a product that's readily available from local suppliers?
