Old model RR magazines are your best bet, especially Craftsman. They used to publish a plan every month (MR did too, but stopped regularly printing building plans years ago). Old issues of the NMRA Bulletin are a good source too. You can find cheap (quarter apiece) magazines at swapmeets and some hobby shops.
And remember, with a scale ruler, you don't need drawings in your scale. On that note, N Scale Magazine usually has plans for buildings, which are some of the nicest in the hobby.
So far, I haven't found much in the way of full, useful building blueprints online. Line drawings and illustrations abound, but from sites trying to sell you blueprints. Dig around on the Library of Congress' website and you'll come across lots of non-RR related building plans, usually for Victorian stone public structures (some of the hardest things to scratchbuild)
