Lower your expectations. A lot of stuff that used to work on this forum is broken and may never return.

I haven't seen the e-mail notification thing working in many years now.
You might check in your profile to see if the e-mail address you have there is still current, but I don't really think that matters. I think this is an artifact of the same code failure that makes seeing other users' profile information throw an 'error' on some platforms. Not likely related to the problem with the PM system, though.

If two individuals each have their own personal email addresses in their profile, they should be able to communicate that way. If the op is speaking of the pm function, that's like the guy on the Boston subway.
News to me about such a feature stopping.
Go to the 'community settings' page. See if your e-mail is listed, and click the little highlighted link to 'change e-mail'. Bet you get a 503 'Service Temporarily Unavailable' message, just like I have since a decade or so ago.
Note whether you get a message at the top of the settings page that 'you are not set up to receive e-mails'. I do, but when I go to my e-mail settings page, I have the boxes checked for both 'Receive e-mails' and 'Receive HTML e-mails'. (In the olden days people on slow connections did not want all the feature bloat that went with HTML formatting in e-mail display, therefore the choice to enable it only when performance allowed...)
