There's not much out there in the form of a "kit" other than some old-stock AHM and IHC molded, one-piece interiors. I have used some of these by cutting, rearranging and refitting them into cars of other manufacturers.
An outfit called Palace Car Co. that offers some components that can be assembled into a decent interior for your "Creek"-series P-S observation car.
Since the Walthers Proto model already has a rudimentary interior I'm presuming you have one of the brass Soho cars in HO?
Brass introduces a slight challenge as there is usually a ridge at floor-level where the car floor screws on to the body so any interior partitions have to be fitted into the body making the placement of furniture tricky.
It can be a challenge but a worthwhile project. The Creek cars had five bedrooms, for of which could be opened "en-suite" to make a double room. Styrene sheet could be used to replicate room and aisle partitions:

You "could" adapt one of the commercial lighting kits offered by Walthers or Rapido. I've adopted a system of using SMD LEDs attached to copper leads for my passenger car lighting. It would probably be a good idea to attempt to supply the power for the lighting through the trucks at least so that in the future the car may be used on a working layout.

I have an HO 20th Century Limited Sandyb Creek observation car. It has good exterior details but no interior. Would anyone have suggestions on going about obtaining a kit to install an interior and lighting? This would be for static display. I have zero experience at this and an looking at the project as a fun challenge.
