Could be a binding problem ( not enough room to cut the radious) or the hole in the truck for the booster is to tight

This is a new engine.  I've had problems with the tender trucks derailing.  I added some weight to the tender but the rear truck still derails. I did not overtighten the truck screws.  All of the tender truck wheels are in gauge.
