Can i run a Kato business car on a DCC without blowing teh LED?syas Maximum DC12V. So is 16 to much?[?]

If you're not afraid to open it up you'll probably need to install a resistor in it. I have no experience with these cars but that seems to be the standard practice with LED's. Hope this helped a little.

I too have limited my DC down to 12-13 range.

I have been thinking aobut installing a DH121(thats what i have handy) into it. I would like to be able to toggle the rear Light on the roof on and off. i'd also like to wire the bottom 2 nonfunctinal lights so that they work

This is off Kato web site
Use this kit to add interior lighting to the Budd Business Car produced by Kato USA. Kit includes jumpers to change voltage for DCC layouts. (No decoder included).
This lighting kit also fits some of our Japanese HO models. Please contact us with your model's stock number for assistance.
Kato USA recommends the White LED lighting kit for use with Digital Command Control (DCC).
