Look at Herald King Decals. They sell mostly on Ebay, but I've used them for my shortline railroad. They have lots of unique and obscure road names. Definitely worth checking out!

What era B&O decals are you looking for?
It looks like there are sets farily readily available for the yellow lettering on the Chessie-painted B&O cars, but since you mention two-bay cars, I'm guessing that you're looking for earlier white-lettering-and-herald decals.
For a long time, Champ made a set for those cars, but they've been gone for over a decade. Mask Island Decals offers a set for a 50-ton car with the large "B&O" lettering. If you wanted a herald, you could probably find one in another freight car set, such as the mill gondola set that is on the same page of their online catalog.
For the hoppers that just had "Baltimore & Ohio" spelled out, Westerfield Models' set D3151 would provide the roadname lettering.
Another alternative for cars with the large "B&O" lettering is to get the B&O covered hopper set from greatdecals.com, in the white variant he offers, and use the bits that you need for the coal hoppers. For correct small dimensional data, you'd need to use some from some other set.
The B&O Historical Society used to sell decals, but they appear to have dropped those.
Tichy Train Group sells sets for B&O hoppers, and a set with B&O lettering and heralds. I mention these last because the sets I bought from them a few years ago (for another road name) were on very thick decal film, so it was very difficult to get them to snuggle down over details and I wasn't happy with them. All the same, it might be worth your while to try a set- maybe you'll have better luck with them than I did. At $4.00 per set, it isn't much of a gamble.
If you are looking for HO scale B&O coal hopper decals, begin your search by going to www.greatdecals.com. Clicking on "decal suppliers" will give you the names of almost anybody selling model railroad decals. I know for a fact K4 Decals has 3 different B&O coal hopper sets and Mask Island has one. Some of the other sellers may have some, you just have to search.
White decals are like white buffalo and white whales. Not cheap or easy.
