How do I change the rear driver set for the BLI ATSF 3800-class 2-10-2? I want to switch the traction-tire equipped ones out.

If the screws can be turned, but won't back out, use a small screwdriver or the tip of an X-Acto blade, slipped under the end of the coverplate, to put a little upward pressure on the underside of the screwheads.I don't, however, have a suggestion the screws won't turn.

Assuming that the screws are screwed into metal (the driver centers), I recommend putting a very small drop of Liquid Wrench on the inside of the hole. The idea is to have it seep into the threads and hopefully to loosen them. Let it sit for awhile.
Going deeper down the rabbit hole, vibration can break loose a bond. Perhaps some tapping while you are applying torque to undo the screw. It CAN work. Maybe for you. It actually has for me.
