The most abundant model store in Japan is Models Imon in Tokyo. In the lists, "1/80" is 16.5 mm gauge. Please note that the axle length is shorter than the North American version. "13mm" is the 13mm gauge. "1/87" is 12mm gauge (3'-6 "). The trucks are also 1/80 or 1/87, and you probably want TR11 or TR23 type. Please contact the store for overseas shipping. The following lists are just to search and some in the list may not be applicable.

Just make sure they are for 2 rail operation. Marklin wheels are not isolated and will short... Don't ask me why I know!

One 'prioritized locus' to look at is British practice. Even though in OO and perhaps using unusual tread profile this is likely a source of a large range of probably highly-defined spoke lead/trailing and car wheels. In some cases I believe the wheels are made and sold individually 'to be mounted on axles of your choice' which would likely simplify in principle, if not in fabrication, how you get a set properly concentric, centered, and gauged for your particular "application".

Look for European models and accessories. Spoked wheels remained common there until well into the 20th century.
