Use a high gloss "decoupage" product such as that made by Enviro-tex. You can also use glossy matte medium (available in craft stores).

A favorite of the diorama builders is Future acrylic floor polish. (See their results in almost any issue of Finescale Modeler.) I have used Future to create the effect of seeping water on rock outcropings and to create small streams. It dries to a high clear gloss.

How can I give my lakes that mirror effect of reflecting the trees off of it? I saw this in model railroader so I know its possible.
