They did several sets like that, for different companies, with more or less just the one car specially lettered, the rest of the set made up with usual stock items.
The one site I found it on claims Westinghouse gave the sets away with the purchase of a major appliance.

It looks like the only thing special in the set is the WESTINGHOUSE boxcar. Everything else looks like typical Tyco offereings included in other train sets.
I cannot tell what the tank car is.
It also has the ever-popular WESTERN MARYLAND tractor loaded flat car.
Randy's guess on the date sounds right to me.

In my world, 7519 would mean 19th week of 1975. But did Tyco follow electronic industry standards?

I also could not find any inofrmation on a commemorative Westinghouse HO scale train set.
Typically these sets were offered as "collectable" items to non-model railroaders through magazine advertisements.
They have no value, and are generally (especially if it is Tyco) very low quality. There are a few exceptions (Coca-Cola, Dale Ernhardt) that do have some collector appeal, but these still do not command a noteworthy price.
As far as dating the set, the best way would be if you posted pictures of the boxes. Tyco boxes changed slightly through the years, and that would help a lot.

Hello all, newbie here......and i just showed it by posting in the wrong place, I apologize.
Having trouble finding my train set in any of my searches.....does Westinhouse special offer ring bells with anyone.......included is 4 freight cars, one a Westinghouse major appliances car, 17 piece bridge and trestle set and a box of 24 trackside signs and poles. Brown boxes all with factory numbers 2 lines:
