I have an Athearn GP35 RTR (from 2008) that added a new ECO-PNP decoder, lights, speaker and pick-up wires to the wheels. It tested well for a few short runs, but had noise with the shell on. I removed the shell to test just the motor to find the noise. but now can't get it run at all. The decoder "blue" light still comes on, and my throttle works fine with other locos. The motor has only been run about 1 hour, if that. I have examined the wires and frame closely, but can't for the life of me find out why the loco won't run. Photos attached so you might see what I don't see. Thanks for looking.

With what works and what doesn't, I recommend rechecking your gray and orange leads to the motor. I'll note that on my first Tsunami install in a brass loco, I got everything running right, was very proud I'd managed the p[roject and the decoder just went dead, or so it seemed. After concluding I'd hosed it somehow, I sent it back to Durango to revive. Turned out I'd pulled one lead loose from the PCB inside the shrink wrap, so all that was needed was to peel pack the shrink a little farther, then resolder to the board.
If they are still hooked up right, and you're certain you're using the address you just put into the loco when doing you settings, then try resetting the decoder to its default condition and see if that brings it back.
