Problems with Walthers wheelset replacements for Proto 2000

I have a bunch of the 4 axle Proto 2000 HO locomotives with the cracked gears and have bought Walthers wheelsets with the gears attached. The locos would run with the bad gears, although not very well. When i replace them with the Walthers wheel sets, they don't run at all, even when I make sure that the square nut on the wheelset is touching the metal strip on the truck frame. The nut seems to slip too easy off the metal strip.

I have bent the 'metal strip' inward slightly to help with this issue.

Why buy Walthers wheelsets?

Just purchase the Athearn gears (#60024) and replace the cracked Proto gears.

You mean like this?

I did a lot of measuring and I couldn't figure out why the Walthers wheelsets allowed the bronze bearing to migrate toward the center of the axle.  The specs seemed the same, the best I recall. There are measurments in the thread I started, but cannot find, on Proto GP9. 

I considered making styrene shims, but bending the metal worked (not the brass piece)  However if the bearings are seated in the metal strip, it ought to run for a little bit.  I had issues with dried grease where the motor shaft ran through another bearing.
