I know the 9.75 relates to the radius, but how can one be at 30 degrees, another at 15 degrees?  In other words, what does the degree refer to?  thanks

Portions of a circle? 30 degrees equals 1/12 of a circle, so it would take 12 of those 30 degree sections to form a complete 360 degree circle.
