Microscale has hazmat placards as decals.

Well, given their size, I don't think that's too surprising.  Most of them seem legible in the size which shows if you hover the cursor over the displayed sheet, but that looks to be about four times enlarged.  Applied to HO scale equipment, I'd guess that not many viewers would be able to read them, but they would at least show as a representation of what they're supposed to be....perhaps that's the best you can expect to achieve.

I just looked at them, and I was thinking they are as clear as your going to see them in 1:1 scale standing 20' (?) away trackside ?

There are scores of placards on the internet in resolutions that are amicable to using a vector-based drawing program to sharpen and resize them to suit.

I use CorelDRAW.

Then print them using good quality matte photo paper and cut them out.

Perhaps these are sharper than the Microscale ones?

I have earlier-era Microscale placards and they seem to be pretty legible in HO although they are slightly too large for my holders. Maybe you got a bad sheet?

I have a couple of hazmat sheets that I have been using.  I could email them to you if I had your email address.
