Pour bird shot into the bays, more into the bays closer to the trucks for better tracking.  Paint to match.  Unless you're staring at the bottom of the bays from directly above, I don't think the painted shot is obtrusive.

Adding weights is somewhat easy.  I squeeze fishing weights until flat and glue with CA or a tiny drop of liquid nails uner the car.  Never had an issue with them falling.

If the OP is referring to the Walthers quad Bethlehem coal hoppers that are a match to the Rio Grande "Great Steel Fleet",  have a bunch of them built from kits.  They came with two long thin metal weights you glue  the side-by-side under the body in the slot between the bays. 

The kit also comes with plastic center frame pieces you can install in lieu of the metal weights if you want a visually more accurate underframe.  In that case you would need to glue weights in the bays, say automotive stick on weights, for example.

If you can't find replacement weights, but can open the cars, then any type of weight can go inside.  Put them in the bottom of each bay, centered.

I have received a pair of Walthers 4 bay hoppers from a friend that was getting out of the hobby. The cars have no weights on them so I need to replace them. My questions are this: Where on the cars do the weights go? Second, what shape are these weights so that I can have the replacements look right? Third does anyone have a source where I could get two sets?
