Check the motor is free to turn - this sounds like a jammed motor to me as there's clearly power reaching the loco (lights are on) but the motor's not spinning. Also worth checking is that other locos will run properly - if they will, this rules out problems with your track or power supply. Try to gently (if you feel a lot of resistance don't force it, as this could cause damage) turn one of the flywheels by hand - feel for any rough spots or notches in the drivetrain as you do so. If a gear is out of mesh (which could cause this) this check will find it. I must stress that I have little experience of Kato locos and can't offer more specific things to check, these are checks I would carry out on any loco showing these symptoms. Hope this is of help!
P.S. another thing worth checking (assuming you're using DC control) is that the DC "plug" in the DCC decoder socket is properly seated - if not, this could also cause similar symptoms.

Make sure your track is clean. Otherwise make sure all your track is connected, your power pack is hooked up, and all of the locomotives wheels are on the track.
