Try your public library. Most libraries have a big collection of back issues of MR.

The site you cited is actually part of Trains.com. Click on the Mag Index link under Online Exclusive near the top left of this or any Trains.com page. The search index covers a number of railroading and model railroading magazines.

Several weeks ago there was a thread about putting MR on CD-Rom. Your posting is further evidence to me that this would be commercially feasible.
