Champ EH-3 C&O steam decal set has small white numbers for number boards. I've used many of these sets.

You can also use white background decal paper to make number board decals. To create your decal design, first make black rectangles for your decal backgrounds. Next, type in your loco numbers in white and centered inside the black rectangles. Now print! Since your printer can't print white, it will print no ink where the numbers/letters occur allowing the white background of the decal paper to show through the printed black rectangle backgrounds.
How well the white numbers stand out will depend on the paint color on the loco shell. Light colors tend to help the white decal background stand out. Dark colors may show through the white background causing the numbers to look a bit faded. A spot of white paint under the decal will help the white numbers/letters stand out.

I printed my own on decal paper on my computer.
I wanted white-on-black lettering, so I made a black-on-white image and flipped the color. Most printers won't print white, so the letters came out clear. I painted the number-board background white, and when I applied the decal, I had white-on-black.
It takes an iron man to play with a toy iron horse.
