The restructions are lots of reading but simplified they just dont want you reselling the sounds but you are free to use them for your self
Unfortunately, most of the old timers who remember the sound when coal was delivered to a building by sending it down a chute to the furnace in the basement are not around these days. But, I would suggest that gravel companies operations might have something similar or- any fellow hobbyists with real world mining experience might have some relevant sound advice. Also, the taconite ore processing done up in northeastern Minnesota may be a source of audio appropriate to coal being moved.

I've been begging TCS to include a coal filling a tender sound since they already have a water fill sound
Soundtraxx and locsound should do the same
Even though there is a Fireman Fred Shoveling sound
Makes more sense to me rather than some of their random sounds like 2 way radio sounds
JD mailed the decoder with the sounds on it
I got it today and made a video of the test sounds
Here is how I have the decoder setup: F1: Coal loading sound 1, (looping) F2: Plant Whistle (looping) F3:Coal loading sound 2 (looping) F4: Coal loading sound 1 plays once with no looping F5: Plant whistle, short toot F6: coal loading sound 2 plays once with no looping

This is cute but utterly unprototypical in a number of respects.
Why on earth put a decoder with the sound of coal loading inside a car that is obviously and visibly full of coal already? I believe you mentioned that your coal tipple is 'operational'; why not then provide an appropriate size speaker and amplifier under the tipple connected to an appropriate sound module or decoder coordinated with dispensing coal into an initially-empty hopper car?
Likewise, you can have the much slower and different sound of coal being released through the hopper gates of an unloading car at whatever destination point(s) you have built, and for fun provide some sort of electrically-actuated discharge gate release mechanism either on the car or connecting to mechanical linkage on it to empty the 'operating' coal. (If I were doing this I might arrange to have the coal 'transported' under the layout and returned to the tipple by some combination of belts and bucket chain, but it could just as easily be done periodically by cheap GHA...)
I have no idea what the point of a lunch whistle in a hopper car is, though, especially when there aren't coal-discharge or other unloading sounds in the car's memory. It's no 'less' prototypical to have that car pretend to be discharging coal without the evident level dropping than it is to pretend to be filling when it's already full. So I'd use the capability for that, and perhaps add some other coal-loading-related sound files (a portable loader like the Red Devil being one obvious alternative) to make the autonomous sound-equipped hopper more useful in other operating contexts.
If I might make a suggestion: put the sound equipment in one end of the car, or the speaker at one end and the 'electronics' and battery under the side or slope sheets at the other end. That would give you the best of both worlds: autonomous sound capability 'wherever the car goes' and the ability to load and discharge particulate material with verisimilitude as desired.

See the photo of the inside of the car in the construction thread there is no battery since the decoder runs off track power

I actually stand corrected here: Terry thought the thing out better than I did. In several respects.
"GHA" is a very old model-railroading term for "giant hand action" - the 'deus ex machina' of the hobby, as it were. It's related to using an 0-5-0 switcher for car spotting or coupling.
Now, what had me thinking, reading the original post, was the applicability of this to coaling locomotive tenders, where you would periodically allow some of the visible coal to drop down out of the pile at periodic locations 'in secret' (perhaps past a simulated stoker worm if actual drop gates would be too obtrusive?) and then model the refilling of coal (with sound effects) to go with the taking water. This also would take care of that analogue to TV-western gunfighters who never run out of bullets, the 'real coal' pile in the tender that never goes down or changes as the locomotive runs in service...
