Northwest Short Line DID import three very similar locomotives. They're generally described as 70 ton Baldwin 2-8-2's. Same basic engine, but with variations in parts placement.
However, the 70 ton locos had 44" drivers. #19 was a 90 ton engine with 48" drivers. And was also a bit bigger, being heavier.
Sunset also made a logging 2-8-2, but I can't find info on it. It's possible it would be closer.
It's tough finding a 2-8-2 with 48" drivers.
A person might be satisfied with one of the NWSL locos. They DO have a similar look.

I also just watched that movie... funny thing is it appears that the #19 has the same train everytime...

If everything seems under control, you're not going fast enough!
I don't have a model of the No. 19 but there is some interesting background here on the O. P. & E.:

I don't know whether anybody models it, but the locomotive, number 19, still exists at the Age of Steam roundhouse in Sugarcreek, Ohio.
I believe somebody, perhaps NWSL, produced brass Baldwin Logging Mikados in HO at some time. Maybe one of those would be a decent starting point for a model.

I just finished watching the Emperor Of The North and am wondering if any of you guys model the #19 that was in the movie ?...
