Unfortunately, very few hobby or craft paint "manufacturers" actually make their own product. I assume Testors does, but I have no idea who else might.

We are all probably paying a conveniece fee for one of the companies finding out which DuPont auto paint makes a great hobby paint, tinting it the correct color, and then packaging it in 1 ounce bottles for us. Who needs a gallon of Boxcar Red?
Chooch looks like they did very little except relable a bottle. It is a convenience.
I have a huge problem with Hobby Lobby and Michael's. 10 years ago they carried only one line of craft paints each. Michael's carried Delta Ceramcoat, which is my favorite. They had hundereds of colors in the Delta line to choose from. Now they both carry 5 different lines of paint, but only about 70 colors of each, and most of the colors are the same from line to line. This is less selection, and this is not good. We need more variety of colors. Choosing from five identical reds is not any help at all.

Chooch is merely relabeling the bottle and charging the hobbyist a whole lot more than the craft/big box store does. I have my thoughts about this but will keep them to myself.

Yes, it looks like the Americana paints I buy at Hobby Lobby for painting my buildings, etc. Seem they will cost you about $3 per bottle, plus shipping. But you get a free brush and mixing pan.

You're paying extra for the convenience of Chooch choosing the colors for you. Sometimes I will pay for convenience or speed (but not in this case). An example is needing some LEDs for a loco, I might pay for a U.S. vendor who will get some here in days vs. weeks from China. It depends.
In this case, besides the $3/bottle plus shipping I show above, I see the Americana bottles for $5-10 on EBay with shipping. No savings. At my Hobby Lobby they are about $1 usually, plus gas and time. If my Hobby Lobby were 20 miles away, I might do the Chooch order.
Chooch will find out if enough people want the convenience.
