Applying decals involves lots of waiting.
I only use Scalecoat 2 paint, so the surface is always glossy. I let the Scalecoat dry for a week at least. I am usually away from home for work a week at a time, so this is easy for me. Paint that is not fully cured can ruin decals.
I apply the decals with Microsol. This is risky and not for beginners. This only gives you about 20-30 second to get the decal into position before it is too soft to move. I allow this to dry for about an hour. Now I cover the decal with Daco Strong Decal Softener, gently prod it down with a stiff brush, and allow it to dry overnight. If you have never used Daco Strong, you need to get it. This is the greatest product ever for setting decals.
After the night of drying I rinse the car with distilled water to remove all the decal setting solution and allow it to dry for several hours. Then I spray the car with a light coat of good old Testors 1260 Dullcoat spray. There is a slight color shift when using Dullcoat, so apply it in even light coats until you are happy.

dstarr ...I go right to DullCote over fresh decals. I don't mess with Glosscote.
I used to do the same thing, but have discovered that if the model has been Gloss-Coted before the decals are applied, another application of Glosscote over the decals actual does a better job of hiding the decal film. It seems to give the decaled areas the same gloss as the undecaled areas (a more uniform finish). By the time you've applied that and switched the bottle on your airbrush to Dullcote, you can simply go ahead and apply that right over the second application of Glosscote.

You want decals to be good and dry. Overnight in good drying weather. Longer if it is wet and rainy. I get the decals on just right and blot up the excess water. Wait til the decals are mostly fixed in place. Then coat them with SolvaSet which softens them and makes them suck down over things like rivets. Let the Solvaset dry overnight. Inspect. Add more Solvaset anywhere the decals are not snuggling down. Pierce any bubbles in the decal with a needle, add more Solvaset. Let dry over night.
I go right to DullCote over fresh decals. I don't mess with Glosscote.
