While I'm a big fan of dry transfer lettering (most of my rolling stock, freight and passenger, and most of my locomtives were lettered using them), I'm not aware of any for Amtrak passenger cars...mind you, I don't model Amtrak, either.
There seems to be a pretty-good selection of Amtrak decals available from Microscale, though. Any particular reason why you don't want to use decals?
