I have 4 Kato Dash-9's in NS. Theses where obtained many years ago when first introduced. I used 3M automotive scratch remover and wooden Q-tips, rub gently until the lettering/numbering are gone leaving a polished base coat surface to apply new decals. Then I airbrushed entire unit with Testor Dullcote. This method is technique sensitive so check progress often. Process has worked on various manufacturers locomotives successfully.
I have some old yellow-box Atlas Kato GP7s painted for Southern Ry, and I'd like to change them over to penn Central. If I can lose the road name, number, and white stripe at the based of the hood, I'm home free. I've read that Kato paint is almost impossible to strip, but does that go for the lettering as well? I know with some locos, the lettering is an easy-to-remove ink. Is that the case with these old Atlas-Katos?
