It´s a model of the German WWII Wehrmacht Diesel-electric D311, used to pull the railroad guns "Heavy Gustaf" and "Dora" during the siege of Sevastopol. 4 locos were built, and two survived the war to later become Deutsche Bundesbahnclass V188, which were scrapped in 1973.
This type of loco was offered by a number of different manufacturers - Marklin, Trix, Roco, Lima and Rivarossi. Your loco seems to have been made by Lima (the pancake motor will tell you). It came in a set with a military train, consisting of two 4-wheeled freight cars, a passenger car, a model of the rilroad gun "Leopold" and the loco - all in a camouflage livery.
The set was marketed in 1999 and very rare nowadays, but not really valuable.
I believe it to be like Lima or Marklin or something like that but see no marking to tell me. I'm a O gauger so know nothing about this came with a passenger car by lima and a gondola by Mantua ( very heavy for a HO car)
I know the first two a little blurry but thats my cameras self focusing it's a cheap camera and can't turn it off.
